Infant Itchy Skin Rash On Underside of both thighs

OK so 3 weeks ago I noticed raised bumps on my sons (18 months) underside of both his thighs. They resemble heat rash and could also be atopic dermatitis. The thing is I've treated this rash both ways and it hasn't gotten any better. I have switched laundry to a free and clear detergent. Started giving him baths every day with sensitive soaps. I have been putting aveeno eczema cream/goldsbond/coconut oil everyday. At night is when he itches it the most so I will put some Hydrochordizone cream on it. It hasn't gone away. I even bought chemical free diapers. No improvement. I make sure he wears breathable cotton clothing. Hes seen 2 different pediatric doctors. The first glanced at it and said it was eczema. The 2nd doctor did the same. He has some seasonal allergies due to pollen so he will sometimes get a runny nose. I thought maybe it had to do with that but I'm doubting it. Maybe I thought it was a food allergy but I don't even know where to begin with that. He doesn't have any other symptoms to go with it and it is not spreading anywhere else. I wish I could post a picture but can't. It does resemble some what of a heat rash. Everyone I ask and show it too has said its a heat rash. Well its been there for 3 weeks and hasn't improved. We have an ac in our room and a fan where he sleeps. I don't think it gets even remotely hot in there for him to be sweating. Please someone give me some ideas to try and help him get this to go away.
